隨著指揮部一聲令下，黃埔、南京、南寧、大連、寧波、青島、深圳等14個直屬海關(guān)，416名警力分成75個行動組在江蘇、廣東等11個省區(qū)市，同步開展實施集中收網(wǎng)。截至發(fā)稿，海關(guān)查證廢塑料、廢礦渣等各類破壞生態(tài)環(huán)境涉案貨物11.12萬噸。這是繼去年連續(xù)5輪高密度、集群式、全鏈條的集中打擊后，海關(guān)總署今年開展的第二輪查緝走私“洋垃圾”行動。

據(jù)介紹，隨著我國全面禁止洋垃圾進境的政策實施和海關(guān)部門的持續(xù)嚴查嚴管嚴打，當前我國固體廢物進口總量和洋垃圾走私入境違法活動持續(xù)呈雙下降趨勢。由于固廢產(chǎn)生國出口規(guī)模仍維持高位，我國內(nèi)固廢加工利用企業(yè)短期內(nèi)難以完全轉(zhuǎn)型，需求依然存在，加之周邊國家口岸積壓大量固廢，洋垃圾走私入境風險不容忽視，打擊洋垃圾走私任重道遠。

去年以來，全國海關(guān)全力封堵攔截“洋垃圾”走私入境，共刑事立案783起，抓獲犯罪嫌疑人1044名，查證走私廢塑料、廢礦渣、廢五金等各類涉案洋垃圾220.98萬噸。

海關(guān)表示，這是繼去年連續(xù)5輪次高密度、集群式、全鏈條的集中打擊后，海關(guān)總署今年開展的第二輪集中查緝行動。海關(guān)將鍥而不舍、一以貫之，強化監(jiān)管，對洋垃圾走私活動持續(xù)高壓嚴打。截至目前，共有23名走私廢物違法犯罪人員投案自首。

按照正常流程，集裝箱到港后，收貨人應(yīng)該立即報關(guān)、繳稅、提貨，如果3個月還未進行申報，這些貨物就會成為超期未申報的無主貨。在打擊洋垃圾的過程中，外高橋海關(guān)發(fā)現(xiàn)，有些企業(yè)試圖鋌而走險進口洋垃圾，但是到了最后關(guān)頭，卻不敢來報關(guān)，玩起了失蹤。未申請報關(guān)的，滯留港區(qū)超過3個月時間一律被清退。上海海關(guān)口岸監(jiān)管處監(jiān)管四科副科長郭志偉表示，有疑似的固廢的集裝箱，將會采取一個100%的查驗，包括100%的開箱，100%的機檢，通過這些舉措，嚴禁洋垃圾入境，守好國門。
